Quick answer: What approvals a portacabin or prefab building needs in Dubai, Abu Dhabi, Sharjah and the northern emirates.

One of the most common questions we get before a project starts is: “Do I need a permit to put a portacabin on my site?” In most cases the answer is yes. The good news is that the process is predictable once you know who approves what. This guide explains the typical approvals for portacabins, container offices and prefab buildings in the UAE, the documents involved, and how to keep your schedule on track.
Note: regulations change and differ between emirates, free zones and master communities. Always confirm current requirements with your consultant or the relevant authority before you start.
Why Temporary Buildings Still Need Approval
A portacabin may be “temporary”, but it is still an occupied structure with electrical systems, people inside and sometimes plumbing and fuel nearby. Authorities want to know that it is structurally safe, that it meets fire-safety rules and that it is placed where it won’t block access, utilities or neighbours. Approval also protects you: unapproved structures can be fined or ordered to be removed.
Who Approves Portacabins in Each Emirate?
Dubai
Most sites fall under Dubai Municipality, with Dubai Civil Defence covering fire safety. Sites in zones managed by Trakhees (such as JAFZA) or by the Dubai Development Authority follow their own procedures. DEWA handles utility connections. See our portacabins in Dubai page for local delivery details.
Abu Dhabi
Approvals usually involve the Department of Municipalities and Transport and the relevant city municipality (Abu Dhabi City, Al Ain City or Al Dhafra Region), plus Abu Dhabi Civil Defence. KEZAD and energy-sector sites have their own permit and HSE systems. More on our Abu Dhabi services page.
Sharjah
Sharjah Municipality (or the local municipality in areas such as Al Dhaid, Kalba and Khor Fakkan), Sharjah Civil Defence and SEWA are the usual bodies. Hamriyah Free Zone and SAIF Zone have their own procedures. Our factory is in Sharjah, so see our Sharjah page.
Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah
Each emirate’s municipality handles building matters, with its Civil Defence directorate for fire safety and Etihad Water & Electricity for utilities. Free zones such as Ajman Free Zone, UAQ FTZ, RAKEZ and Fujairah Free Zone have their own processes.
Documents You Will Typically Need
- Land owner or main contractor NOC: permission to place the structure on the plot.
- Site plan: the location of the cabin, setbacks, access routes and parking.
- Layout drawings: floor plan, elevations and room uses.
- Structural details: frame, foundations and anchoring, especially for stacked units.
- Electrical drawings and load schedule: for the utility connection or generator.
- Fire-safety details: extinguishers, alarms, emergency lighting, exits and any fire-rated materials.
- Material data sheets: panels, insulation and finishes.
As the manufacturer, we prepare the layout, structural and material documents for every cabin we build, so your consultant has what they need for the submission.
Special Cases
Labour Accommodation
Worker housing is inspected more closely, for space per occupant, ventilation, sanitary facilities, kitchens and fire safety. Federal MOHRE standards apply alongside local rules. Read our labour accommodation guide.
Fire-Rated Requirements
Cabins near fuel, chemicals or occupied buildings may need fire-rated panels and doors. Find out early, because the panel system has to be chosen before fabrication. See what fire-rated really means.
Villas and Residential Communities
Garden rooms, wooden cabins and parking shades in villas often need approval from both the master developer or community and the municipality.
How to Avoid Approval Delays
- Confirm the approving authority first. Free zones and master communities often have their own rules.
- Agree the layout before fabrication. Changes after approval mean resubmission.
- Specify fire ratings early. Panels can’t be upgraded once a cabin is built.
- Plan utilities. Know whether you will connect to the grid or use a generator, and how drainage will work.
- Work with a manufacturer who provides documents. Missing material data is one of the most common reasons for delays.
